Boldly raising public questions, the film touches on serious social and ethical problems such as civic duty and honour. Its events unfold around what happened in Azerbaijan in the 1960s. It should be remembered that at the time, speaking of the existence of a mafia inside a Soviet republic was a considerable risk, and the authors were the first to take that step — no easy matter, since the criminals in such a network were constantly protected by the special services. Murad Abiyev (Hasan Mammadov), once a famous wrestler, is unexpectedly appointed head of a haberdashery workshop, and one day he is arrested for producing and selling illegal goods worth a million manats. The investigator Seyfi Ganiyev (Aleksandr Kalyagin) is an honest, uncompromising man, clear as crystal. Working on Murad's case he concludes: “Abiyev is not the main criminal, he is only a screen — the real racketeers stand behind it, and they must be brought into the open.”
