
In March 1991, at the IX Congress of Writers, Anar was unanimously elected chairman of the Azerbaijan Writers' Union. On 30 October 1997, at the X Congress of Writers, he was again unanimously elected chairman of the Azerbaijan Writers' Union. In 1991 Anar chaired the first session of the National Council of the Supreme Soviet of the Republic of Azerbaijan. Anar was elected a deputy of the National Assembly of the Republic of Azerbaijan in 1995 and 2000. He served as chairman of the National Assembly's Committee on Culture. The laws prepared by this committee on the protection of cultural, historical and architectural monuments, on cinematography and other matters were adopted by parliament. In 1995 he was a member of the Constitutional Commission of the Republic of Azerbaijan. In 2014, by decision of the VI Congress of Turkic World Literary Journals held in Eskişehir, Turkey, Anar was elected the first chairman of the Union of Writers of Turkic-Speaking Countries.
