
Ramiz Rovshan was born on 15 December 1946 in the village of Amircan near Baku. He hails originally from the village of Teymur Muskanli in the Gubadli district. He was educated at Secondary School No. 208 in the Surakhani district, graduated from the Faculty of Philology of Azerbaijan State University (1964–1969), and completed the Higher Screenwriting Courses in Moscow (1976–1978). He worked as an editor at the 'Mozalan' satirical newsreel studio of the Jafar Jabbarli 'Azerbaijanfilm' studio (1971), as a screenwriter in the studio's script workshop (1974–1975), as a member of the script editorial board (1979–1987), as the studio's editor-in-chief (1987–1992), and as editor-in-chief of the Azerbaijan Translation Centre (1992–2020). Numerous feature and documentary films have been made from Ramiz Rovshan's screenplays. His poems and stories have been translated and published in a number of former Soviet republics as well as in the USA, Germany, the United Kingdom, France, Poland, Bulgaria, Turkey and Iran. Ramiz Rovshan is the author of the lyrics of the Musavat Party's anthem, adopted in 1997. In 2013 he received the 'Turkic World Science, Culture and Art Award'. He is an academician of the Eurasian Academy and a laureate of the Academy's 'Legend of Eurasia' award (2019). By order of the President of the Republic of Azerbaijan dated 25 May 2019, he was awarded the honorary title of People's Poet of the Republic of Azerbaijan for his services to the development of Azerbaijani culture. He was awarded the commemorative badge '880th Anniversary of Nizami Ganjavi (1141–2021)', established by the Ministry of Culture. He is a member of the Board of the Azerbaijan Writers' Union and of the Coordination Council of the World Poetry Movement (WPM). He is the brother of writer Yashar Aliyev and the father of translator Rovshan Ramizoglu. On 8 May 2025 he was awarded a personal stipend by the President of the Republic of Azerbaijan.
