
He graduated from the Azerbaijan State Theatre Institute in 1953. When Baku Television began broadcasting in 1956, Kamil Rustambeyov worked as executive editor, becoming one of the founders of the television station. He later worked as a senior director and chief director, producing a number of interesting programmes. In 1960, for the first time in the history of national television, he directed the full-length feature film "Aygun", based on the poem of the same name by poet Samad Vurgun. At the television studio he made the television feature film "The Chained Man" and a number of documentary television films and film-concerts. In 1966 Kamil Rustambeyov was invited to work at the J. Jabbarli "Azerbaijanfilm" film studio, where he directed the feature films "Battle in the Mountains", "The Last Pass", "Dervish Blows Up Paris" (together with Shamil Mahmudbeyov) and "Wait for Me", as well as the film-concert "On the Wings of a Song". All these films were approved for screening throughout the Soviet Union. The film novel "The Last Pass" was shown at the 5th All-Union Film Festival in Tbilisi in 1972, where actors Adil Iskandarov and Hasan Mammadov won the award for best male performance for their roles as Karbalayi Ismayil and Abbasgulu bey respectively. For a time Kamil Rustambeyov was artistic director of the film-actor theatre studio operating under the "Azerbaijanfilm" film studio.
