
Oktay Aliyev was born on 19 June 1968 in the city of Yerevan. From 1975 to 1985 he attended M. F. Akhundov Secondary School in Yerevan. From 1987 to 1992 he studied at the faculty of film and drama directing of the Azerbaijan State Institute of Arts. From 1983 to 1985 he worked as an assistant director at the Jafar Jabbarli Yerevan State Azerbaijani Drama Theatre. From 1989 to 1994 he worked as a director at the Baku City Department of Culture. In 1993 he was producer of a project called 'Virtuoso' on Azerbaijan Television. In 1990 he directed and wrote the scripts for the plays 'Husband and Wife' (Mar Baydjiyev), 'Molla Nasraddin and Azrail', 'Come, Let's Speak Openly, Quite Openly' and 'The Tale of the Twins' (Pancho Panchiyev), as well as a number of notable celebrations. In 1995 he was executive producer of the film 'The Little Lieutenant', based on A. P. Chekhov's 'The Death of a Government Clerk'. In 1997 he was author and executive producer of the programmes 'Korifey', 'Weekly Festivities' and 'After Work', broadcast on Space TV. On 5 October 1998 he founded and became president of the company 'SOY Production'. He won the 'Best Screenplay' award at the First Audiovisual Festival, Baku 2001, and the 'Best Animation Work' award at the Third International Audiovisual Festival, Baku 2003. He was the founder of the magazine 'Biz+'. In 2020 he was also awarded the honorary title of 'Honoured Cultural Worker of the Republic of Azerbaijan'.
